Cant access building tools [PS3]

I've completed both Terms for the Poppit academy, but when I go into build mode, the symbols are still black, and I can't use them.
Why is this, and what do I need to do?

I am not sure about this but can you delete the bugged prizes with triangle button?
If so then recollect them again. |

One thing to check is that you have Advanced Create Mode ticked in the options menu, otherwise you can't access some of the tools.
