Help with my SP for a battle system

I'm currently having problems on figuring out a way to make it wear if you had 23/353 SP and a player try to select a skill attack that's higher then 23SP such as it cost 48SP or 45SP. but they can select a skill attack that's less then 23SP.
Note : I'm using a timer and a sticky note counter |
